The Mildred Culbert Kelly & Fred W. Kelly Scholarships – Traditional is available to graduating high school seniors who reside in Saginaw County, Michigan. Students planning to attend a trade or vocational school, or a 2- or 4-year college or university are eligible to apply. Recipients are chosen for their involvement in school, work, and community service.
